Packaging:
The Truly Outrageous Eyeshadow Palette comes in a fun and colorful cardboard palette. Covered with dazzling black glitters (that actually don't shed at all), the palette has two flaps secured by a magnetic closure. They open up to reveal a large mirror and 24 shadows, 0.52 grams each. The shadows are set in a very shiny and very holographic cardboard backing. The overall quality of the packaging is not bad, I personally really appreciate the smooth and fine glitter-covered outside.
Formulation:
With a ton of colorful brights and a handful of neutrals, the palette features a generally decent formulation. The majority of the colors are pigmented and smooth. The texture is creamy, but there is a bit of thin powderiness that impedes a longer wear time. Overall the formulation is decent, but the shadows just don't have that thick and buttery texture I would have preferred.

Overall:
This is a pretty fabulous palette, whether you are a Jem fan or not. The black glitter and holographic elements of the packing are pretty well done and the overall formulation is decent. There are quite a few hits like "Cassette" and "Pizzazz" but there are also a couple of duds like "Misfits" and "1980's".
